Innovation from management thinking: Leaders of Department of Science and Technology must be the driving force for development
Minister of Science and Technology Nguyen Manh Hung affirmed: management innovation is not only about changing tools or processes but also about changing leadership thinking - where each leader of the Department of Science and Technology must become a driving force for development, dare to think, dare to do and dare to take responsibility for the breakthrough of the locality.
Leaders of the Department of Science and Technology must "think in 3 roles"
Speaking at the opening of the State management training conference on science and technology, innovation and digital transformation for leaders of Departments of Science and Technology of provinces and cities on the morning of October 17, Minister of Science and Technology Nguyen Manh Hung emphasized that leaders of the Department of Science and Technology must be the one to organize, coordinate and lead innovation in the locality.
The Minister said: "The head not only does professional work, but also is the nucleus of coordination between departments and branches, a bridge between the government and the business community and the people".
In the context of digital transformation and global integration, each locality needs to consider science and technology as a key driver for growth. The Minister emphasized: The province's 10% growth must come from innovation, digital transformation and technology.
In addition, the Director of the Department needs to "think in 3 roles": Work specifically, organize the implementation and coordination of the development ecosystem, and at the same time know how to use digital skills as an effective management tool, associated with public service culture and ethics.
Leaders must have virtue and a culture of public service. Using virtue to gather wisdom, using culture to build trust and spread positive values in the team, the Minister of Science and Technology emphasized.
Creating motivation for development from the grassroots
Minister Nguyen Manh Hung affirmed that the core task of the Department of Science and Technology is to create a driving force for development from people and businesses. The Minister said that every citizen must have access to high-speed Internet, and each business must be supported for innovation. If one out of every ten people starts a business, the locality will make a breakthrough.
Therefore, the Minister suggested that the Departments proactively propose specific mechanisms for the province, build local innovation centers - a place to connect businesses, institutes, cooperatives, farmers and inventors. According to the Minister, a space for people to meet, exchange ideas, test products and jointly create new value, is the nucleus of development.
At the same time, the head of the Ministry of Science and Technology also emphasized the role of communication and knowledge dissemination: The important thing is for people to see that science and technology are not far away, but exist in every small thing of life, from agriculture, education to health.
New thinking, new ways of doing from the leaders
The discussion at the Conference took place enthusiastically with a series of questions from leaders of Departments of Science and Technology on practical issues such as building a shared digital platform, the coordination mechanism between the Ministry and localities, the role of science and technology application centers, etc. or solutions to detect and train adjacent young cadres.
At the Conference, Minister Nguyen Manh Hung directly answered each specific issue, and at the same time gave a clear direction for the next period. Accordingly, the Departments of Science and Technology need to be proactive and creative within the framework of the general orientation, not waiting for direction but finding ways to implement it themselves: What can be done in the locality, just do it, as long as it is for development. The Central Government will accompany and support institutions and digital tools for localities to implement more effectively.
Regarding the discovery and development of talents, the Minister stated a clear view: No one teaches better than the work itself. If you want to detect good people, you must assign heavy tasks. Assigning small tasks will never know your true ability. Assigning difficult tasks will reveal talented people - that is the fastest and most substantive way to build a team.
Concluding at the Conference, Minister Nguyen Manh Hung said: "The Director of the Department does not have great administrative power, but has the power of wisdom - the power of creative advisers and dare to take responsibility".
The Minister recommended that the Departments when proposing policies should show a spirit of commitment, which can be clearly stated in the report "If not implemented, it will hinder the development of the province".
At the end of the conference, the Minister also sent a message to the leaders of local Departments of Science and Technology: "Science and Technology is only really strong when the head knows how to spread, organize and inspire. Each Department of Science and Technology is a creative nucleus, a local knowledge coordination center. When leaders dare to think, dare to do and dare to take responsibility, science and technology will truly become the driving force of growth"./.
