Vietnam - Korea Digital Forum 2025: Cooperation to promote the development of artificial intelligence
On October 29 in Hanoi, the Ministry of Science and Technology of Vietnam, in collaboration with the Ministry of Science and ICT of Korea, organized the Vietnam–Korea Digital Forum under the theme “From Industry-Specific AI to Inclusive AI – Co-Creating the Future.” The forum aimed to promote the development of artificial intelligence (AI) in an inclusive, human-centered, and sustainable direction.
Cooperation to promote the development of AI infrastructure and technology
Speaking at the opening of the Forum, Deputy Minister of Science and Technology Hoang Minh emphasized that AI is becoming a new “intellectual infrastructure” of the country, acting as electricity, telecommunications or the Internet. Vietnam must have its own AI infrastructure. The Deputy Minister shared, and affirmed that the Ministry will soon build a national AI supercalculation center, develop an open data ecosystem and promote business support through the National Technology Innovation Fund (NATIIF), of which at least 40% of the capital is prioritized for AI application projects.
According to Deputy Minister Hoang Minh, Vietnam is focusing on 3 pillars: Mastering open technology, developing the AI market in the country and creating conditions for Vietnamese enterprises to rise from the practical application needs. AI development is not only a technological story but also a process of creating new value in production, education, health, state management and defense and security.

Deputy Minister Hoang Minh emphasized that AI not only opens up opportunities for breakthrough development but also sets out requirements for ethics, work and social beliefs. Therefore, AI must be developed “fast, both safe and humane”, in which people are the center of all progress. Vietnam will continue to promote international cooperation, leveraging resources and experience from partners such as South Korea to build infrastructure, data and human resources for sustainable development.
On the South Korean side, South Korean Ambassador to Vietnam Choi Young Sam highly appreciated the significance of the Forum, showing the importance of bilateral cooperation in the AI era.

Ambassador Choi Young Sam said that digital transformation is a “key breakthrough” to innovate industrial productivity, improve public sector efficiency and promote national competitiveness.
Vietnam and South Korea will jointly develop core digital infrastructure such as new-generation networks, AI data centers and cloud computing platforms, and focus on training young talent generation that can lead the wave of innovation in the digital age.
Policy, science and business connectivity platform
During the working day, the Vietnam-Korea Digital Forum 2025 held five sessions of discussion with the participation of government agencies, research institutes and technology enterprises of the two countries. The contents revolve around the topic of digital infrastructure development, AI technology, innovation and human resource cooperation.



Speaking at the first session, Mr. Sangjin, Director of the Gwangju AI Center (SK) introduced the Korean national AI cluster model built in the city of Gwangju.
He said the center now has a computing capacity of 88.5 petaflops, which is supporting more than 2,000 research projects and 300 AI businesses. Gwangju is not only a provider of supercomputer infrastructure but also a training center, incubating and testing AI applications on a national scale.
From the Vietnamese side, Mr. Ho Duc Thang - Director of the National Institute of Digital Technology and Transformation (Ministry of Science and Technology) also presented the orientation of AI development in the period of 2025-2030. Vietnam aims to be among the top 3 countries in ASEAN and the world’s top 50 countries in AI research and application capacity. Along with that, Vietnam aims to form 10 AI brands in Vietnam, train 50,000 engineers and build high-performance data centers for research and development of products “Make in Vietnam”. “A specialized AI and the enveloping AI will go hand in hand – one to increase productivity, one to bring technology to all people,” Mr. Thang stressed.
In addition, the discussions at the Forum focused on sharing experiences in developing infrastructure and practical applications. Ms. Kim Bo-kyung, Director of International Business of the AI Semiconductor Rebellion (Korea) emphasizes the concept of “servative AI”, meaning that the country must be autonomous with data infrastructure, algorithms and manpower so as not to depend on external technology.
According to her, Rebellion is ready to cooperate with Vietnam in developing processing chips and data systems for localized AI model training.

The Vietnam - Korea Digital Forum 2025 is not only an annual event in technology, but also a symbol of the vision of cooperation and development of the two countries.
When Vietnam identified “AI as an intellectual infrastructure”, and South Korea is committed to accompanying technology training and transfer, the cooperation relationship is expected to create a new motivation for the digital transformation and innovation process, contributing to making Vietnam faster in the era of humanity, humanities and sovereignty. /.
