Viet Nam and Tanzania deepen strategic ties in telecommunications, digital transformation and AI

Vietnam Minister of Science and Technology Vu Hai Quan and Minister of Communication and Information Technology of the United Republic of Tanzania, Ms. Angellah Jasmine Mbelwa Kairuki, have agreed to strengthen strategic cooperation between Viet Nam and Tanzania in telecommunications, digital transformation, and artificial intelligence (AI).

On August 3, 2026, in Ha Noi, Minister of Science and Technology Vu Hai (MoST) Quan hosted a courtesy reception and a bilateral meeting with Ms. Angellah Jasmine Mbelwa Kairuki, Minister of Communication and Information Technology (MCIT) of the United Republic of Tanzania.

At the courtesy reception, Minister Angellah Jasmine Mbelwa Kairuki affirmed that Tanzania was keen to hear presentations on Viet Nam's policies and legal frameworks governing telecommunications and communications. She noted that this was also an important occasion for both countries to review the implementation results of the Memorandum of Understanding (MoU) signed in 2022.

Following the reception, Minister Vu Hai Quan and Minister Angellah Jasmine Mbelwa Kairuki chaired bilateral talks focusing on legal frameworks for telecommunications management, the national digital transformation strategy, as well as development orientations for AI and semiconductors.

Minister Vu Hai Quan emphasised that the talks marked a significant step forward in realising the immense potential for cooperation between the two ministries and two nations.

Commending Viet Nam's remarkable achievements in science, technology, and telecommunications, Minister Angellah Jasmine Mbelwa Kairuki expressed her desire for the two ministries to expand and further deepen bilateral cooperation.

During the meeting, Minister Vu Hai Quan affirmed that Viet Nam is ready to comprehensively share its development experiences in science, technology, and digital transformation, focusing on institutional building, digital infrastructure planning, national digital transformation implementation, and establishing support mechanisms for tech enterprises to expand globally.

Regarding emerging technologies such as AI and semiconductors, Viet Nam applies a risk-based governance approach to ensure safety while maximising space for innovation.

As part of the working session, leaders from the Telecommunications Authority, the Authority of National Digital Transformation, and the Authority of Digital Technology and AI under MoST presented detailed overviews on Viet Nam’s telecommunications infrastructure, radio frequency planning, national digital transformation strategy across three pillars (Digital Government, Digital Economy, Digital Society), as well as policies promoting AI and the semiconductor industry.

Minister Angellah Jasmine Mbelwa Kairuki highlighted that Tanzania is particularly interested in Viet Nam's infrastructure management models, digital transformation experience, and high-tech human resource development.

Furthermore, Ms. Angellah affirmed that Tanzania is always ready to serve as a bridge and a favorable gateway for Vietnamese technology companies to expand their investments and business operations in the African market.

Sharing a common vision on the potential for bilateral cooperation, Minister Vu Hai Quan proposed that the two ministries maintain regular communication channels, actively review, and add new cooperative areas - such as AI, joint laboratory construction, and high-quality human resource training - into the bilateral cooperation agreement.
