Transfer of responsibilities for the Minister of Science and Technology
On the afternoon of 9 April, at the headquarters of the Ministry of Science and Technology (MST), a formal ceremony was held to transfer the responsibilities of the Minister of Science and Technology from Mr. Nguyen Manh Hung, Minister for the 2021–2026 term, to Mr. Vu Hai Quan, Minister for the 2026–2031 term.
The ceremony was attended by Mr. Nguyen Manh Hung, former member of the Party Central Committee and Minister of Science and Technology for the 2021-2026 term; Mr. Vu Hai Quan, member of the Party Central Committee and Minister of Science and Technology for the 2026-2031 term; Deputy Ministers Pham Duc Long, Le Xuan Dinh, Hoang Minh, and Bui Hoang Phuong; as well as key officials from various units under the Ministry.

Ministry of Science and Technology contributes to enhance national competitiveness
Speaking at the ceremony, former Minister Nguyen Manh Hung expressed his sincere gratitude to the cadres, civil servants, public employees, and workers within the sector, formerly the Ministry of Information and Communications (MIC) and now the Ministry of Science and Technology.

Former Minister Nguyen Manh Hung noted that the achievements reached by the Ministry over the past eight years belong to its dedicated officials. "I have always regarded the colleagues in this Ministry as family, maintaining a balance of strictness and tolerance. I hope everyone will forgive any of my shortcomings", he shared.
The former Minister expressed his wish that current officials would inherit the history, traditions, and core values established by previous generations throughout the 80-year history of the information and communications sector and 66 years of the science and technology sector. Simultaneously, he encouraged them to write a new chapter and open a future for their own generation.
"Each individual who comes through here contributes their own 'brick' to build this Ministry and this sector. Consequently, our sector and Ministry remain a continuous flow, constantly evolving further and higher while remaining firmly rooted in its foundations", remarked Mr. Nguyen Manh Hung.
Reflecting on his nearly eight-year tenure, the former Minister shared that every official has their own small home and a "common house" - the Ministry of Science and Technology.
"These two houses are distinct yet one. Only when both houses are stable and happy can our individual lives be stable and happy. Each house supports the other; they rely on and amplify one another for the better. I hope every official in the Ministry enjoys happiness in both, viewing them as two indispensable sides of one life".
According to the former Minister, the administrative bloc must maintain discipline and institutional order, while the functional units must generate breakthrough results to facilitate national development.
"In every action, we must be output-oriented. The final result must be to serve the people and businesses, create economic growth, improve the quality of life, enhance national competitiveness, and consolidate national defense and security".
Former Minister Nguyen Manh Hung extended his best wishes to Minister Vu Hai Quan for a successful leadership term. He expressed confidence that with the support of the Ministry’s staff and the wider sector, the new Minister would achieve significant milestones and cultivate talented officials for the Party, the country, and the Ministry.
Honoring the contributions of former Minister Nguyen Manh Hung
In his remarks, Minister of Science and Technology Vu Hai Quan expressed his profound gratitude and respect for former Minister Nguyen Manh Hung - a "captain" who steered the Ministry through exceptionally difficult and challenging periods. This includes the merger of the Ministry of Information and Communications with the Ministry of Science and Technology, followed by the initial implementation phase of Resolution 57.

The Minister also expressed his hope that former Minister Nguyen Manh Hung would continue to provide strategic counsel to the Ministry and the Sector during the implementation of upcoming initiatives.

Minister Vu Hai Quan stressed that the Ministry's workload and societal expectations are immense. Accordingly, if officials act collectively with solidarity and a shared sense of responsibility, even the heaviest and most complex tasks can be resolved and elevated. He concluded that the collective will serve as the foundation and the pillar for the Ministry of Science and Technology to accomplish its mission./.
