The Government should soon clarify national tasks on AI and cloud computing

Businesses propose that the Government promptly define implementation mechanisms for two national tasks on cloud computing and artificial intelligence, while recommending a “three-party” cooperation model to promote innovation and the development of Vietnam’s knowledge-based economy.

Entrepreneurs – soldiers on the economic front in the digital transformation era

The Prime Minister’s conference with business representatives in celebration of Vietnam Entrepreneurs’ Day took place on the afternoon of October 9, 2025, in Hanoi.

Attending the conference were Permanent Deputy Prime Minister Nguyễn Hòa Bình, Deputy Prime Minister Hồ Đức Phớc, leaders of ministries, departments, relevant agencies, along with 270 distinguished delegates representing domestic and foreign corporations, conglomerates, associations, and businesses.

In his opening remarks, Prime Minister Phạm Minh Chính emphasized that although Vietnam is facing many challenges from natural disasters, economic fluctuations, and global competition, “the greater the pressure, the more our nation strives and matures”.

The Prime Minister expressed profound gratitude to the business community - the “soldiers on the economic front” - who have accompanied the Government in the nation’s development, and affirmed that:

“In order to develop the country sustainably, we must make breakthroughs in scientific and technological development, innovation, and digital transformation in accordance with Resolution 57 of the Politburo; and promote the role of the private sector as one of the most important drivers of the economy, according to Resolution 68 of the Politburo, alongside the state economy as the core and the foreign-invested sector as vital,” the Prime Minister stressed.

Speaking at the conference, Mr. Nguyễn Trung Chính, Chairman of the Board and Executive Chairman of CMC Technology Group, shared that the year 2025 marks a special milestone as the country celebrates 80 years since its founding and also implements a series of groundbreaking institutional reform resolutions - 57, 59, 66, 68, 71, and 72 - laying the foundation for a new phase of development in Vietnam.

To ensure the national tasks are implemented substantively, the CMC Chairman made the following recommendations to the Government:

First, promptly concretize the assigned tasks through clear contracts, mechanisms, and policies to help businesses proactively plan resources and implementation strategies.

Second, encourage the “three-party” cooperation model: universities and research institutes – market-oriented enterprises – city authorities, to form innovation centers within businesses, major cities (Hanoi, Ho Chi Minh City, Da Nang), and at the national level.

Third, strengthen mechanisms for commissioning research and investing in R&D from the public sector to activate open technology ecosystems and motivate enterprises to invest in core technologies.

Mr. Chính shared: “We hope the tasks assigned by the Government will soon be concretized through clear contracts. That will mark the shift from assignment to action, enabling enterprises to truly take the lead in contributing to national goals”.

The Vietnamese technology business community is striving to help build digital infrastructure, digital government, the digital economy, and digital society - towards the goal of Vietnam becoming a developed industrial nation and a technological powerhouse by 2045. A stable, transparent, and feasible policy environment is the foundation for businesses to invest and innovate with confidence.
