Excellencies, Ministers, Distinguished Guests,
Ladies and Gentlemen,
On behalf of the Ministry of Science and Technology of Vietnam, I warmly welcome you to Ninh Bình city - the land of Kings and legends.
Autumn is the most beautiful season in Vietnam, and you are now in the middle of Autumn. The country is at its most graceful.
This year is also a special one for us, as we celebrate the 80th anniversary of our independence and the 50th anniversary of national reunification.
Thank you for joining this Ministerial Roundtable on AI Governance.
AI must walk a narrow corridor - between chaos and control, between freedom and fear.
Our task is not to slow innovation, but to guide it with wisdom and responsibility.
A strong state must safeguard human values, while an open society empowers creativity and dialogue.
Only staying within this narrow corridor can AI truly serve humanity.
Walking the narrow corridor is an art of balance: global and local, cooperation and sovereignty, big tech and startups, technology and applications, use and mastery, creativity and control, global infrastructure and national infrastructure, open data and protected data, general-purpose AI and specialized AI.
Vietnam believes that the sustainable AI development should rest on four pillars: strong AI institutions, modern AI infrastructure, AI talent, and human-centered AI culture.
