National Artificial Intelligence Development Fund to be established
The Prime Minister has tasked the Ministry of Science and Technology with the establishment of the National Artificial Intelligence Development Fund during the 2026-2027 period. Simultaneously, AI linkage clusters will be developed based on a model that combines concentrated physical spaces with digital linkage networks.
Deputy Prime Minister Nguyen Chi Dung signed Decision No. 367/QD-TTg issuing the Implementation Plan for the Law on Artificial Intelligence (hereinafter referred to as the Plan).

The purpose of the Plan is to specify work contents, deadlines, completion progress, and the responsibilities of relevant agencies and organizations in implementing the Law on Artificial Intelligence No. 134/2025/QH15 (hereinafter referred to as the Law) to ensure timeliness, synchronization, unity, and efficiency.
The Plan also defines the responsibilities and coordination mechanisms between ministries, ministerial-level agencies, Government agencies, and localities in conducting nationwide implementation activities. It aims to raise awareness of the Law and the responsibilities of ministries, sectors, localities, and the People in its enforcement.
The Plan outlines 7 specific tasks for ministries, sectors, localities, and relevant agencies as follows:
1. During 2026 and subsequent years, the Ministry of Science and Technology, Voice of Vietnam, Vietnam Television, Vietnam News Agency, the Ministry of Justice, and relevant ministries, sectors, and localities will organize communication, dissemination, legal education, and training on the contents of the Law and its detailed implementation regulations.
2. Ministries, ministerial-level agencies, Government agencies, and People's Committees of provinces and cities will regularly review and announce, or submit to competent authorities for announcement, the continued partial validity of documents detailing and guiding the implementation of the Law on Digital Technology Industry No. 71/2025/QH15.
Simultaneously, they will review legal documents issued by their agencies or subordinates related to the Law within their management scope and localities. Results of the review and compatibility assessments, along with specific proposals for amendments, supplements, replacements, or repeals, are to be sent to the Ministry of Science and Technology for consolidation and reporting to the Prime Minister. Periodic reviews and updates will be conducted during the implementation process to timely adjust relevant documents.
The Ministry of Science and Technology will lead the review of legal documents under its state management and serve as the focal point to aggregate review results and proposals from all entities to report to the Prime Minister.
3. The Ministry of Science and Technology will lead and coordinate with the Ministry of Justice, the Government Office, and relevant agencies to draft and submit a Decree detailing several articles and measures for the implementation of the Law on Artificial Intelligence; a Decree on the National Artificial Intelligence Development Fund; a Prime Ministerial Decision issuing the List of Datasets for AI development in essential sectors; and a Prime Ministerial Decision issuing the List of High-Risk AI Systems in February 2026.
Additionally, the Ministry of Science and Technology will lead the drafting of a Circular from the Minister of Science and Technology issuing the National AI Ethical Framework, with periodic reviews and updates during major changes in technology, law, or management practices.
4. The Ministry of Science and Technology will lead and coordinate with ministries, ministerial-level agencies, Government agencies, and People's Committees at all levels to update and issue the National Strategy on Artificial Intelligence, with reviews and assessments at least every three years or when significant fluctuations occur in technology or markets.
In 2026 and subsequent years, ministries, ministerial-level agencies, Government agencies, and People's Committees at all levels will integrate the goals and tasks of the National AI Strategy into their sector and local development strategies and plans, ensuring resources for implementation.
The Ministry of Education and Training will lead and coordinate with relevant agencies and organizations to submit the National Program on AI Human Resource Development to the Prime Minister in 2026.
From 2026 onwards, ministries and ministerial-level agencies will detail safety requirements, risk management, and deployment conditions for AI applications within their managed sectors, ensuring compliance with the Law on Artificial Intelligence.
Ministries, sectors, and localities will develop standards, technical regulations, specialized guidelines, and policies to encourage safe, reliable, and responsible AI development.
The Ministry of Science and Technology will regularly provide guidance on AI system classification based on technical documentation upon supplier request.
5. In 2026 and subsequent years, the Ministry of Science and Technology will invest in, procure, or lease services to build, maintain, manage, operate, and upgrade the One-Stop National AI Portal and the National Database on AI Systems.
Simultaneously, it will invest in, build, and operate AI infrastructure provided as a public service for research, development, state management, and support for innovative startups, including: computing capacity and shared data; training and testing platforms; foundation models, general-purpose AI models, and large language models for Vietnamese and ethnic minority languages; and other infrastructure components.
Regarding the investment, construction, and operation of the National Database on AI at the National Data Center, the Decision assigns the Ministry of Science and Technology as the lead agency responsible for AI data standards, technical regulations, and algorithmic models. The Ministry of Public Security is responsible for the National Data Center infrastructure, data security, and source data integration.
AI-serving databases of ministries, ministerial-level agencies, Government agencies, and People's Committees will be built, updated, and uniformly connected to the National Database on AI, complying with the National Data Center's technical standards to ensure data quality and information security.
During 2026-2027, the Ministry of Science and Technology will establish the National Artificial Intelligence Development Fund.
Furthermore, it will develop AI linkage clusters under a model combining concentrated physical spaces with digital linkage networks; establish cluster centers at high-tech zones, concentrated digital technology zones, and innovation centers; and attract organizations and individuals to invest in technical infrastructure for these clusters.
6. The Ministry of Science and Technology will lead and coordinate with the Ministry of Justice, ministries, ministerial-level agencies, Government agencies, other central agencies, provincial People's Committees, and relevant agencies to organize inspections of the implementation of the Law and its detailed guiding documents.
7. Sector-managing ministries, based on their assigned functions and tasks, will organize other activities to implement the Law in accordance with legal regulations, including:
Guiding the application of legal documents detailing the Law's implementation;
Receiving and processing petitions and proposals from agencies, organizations, and individuals during the implementation process;
Ensuring implementation conditions as stipulated in Article 59 of the Law on Promulgation of Legal Documents and Government Decree No. 80/2025/ND-CP dated April 1, 2025, on the organization of legal document implementation./.
