Ministry of Science and Technology approves Data Strategy to 2030
Science and technology data has become a high-value national asset, a digital knowledge base of the country, thereby making Vietnam an important startup and innovation based on knowledge, technology and data.
On October 12, 2025, the Minister of Science and Technology signed Decision No. 3152/QĐ-BKHCN approving the Ministry’s Data Strategy to 2030. The strategy identifies data as a strategic infrastructure and a vital resource for the development of science, technology, innovation, and digital transformation, forming the foundation for building a unified and efficient data ecosystem across the sector.
Accordingly, the strategy of devising a vision to 2030, the Ministry of Science and Technology becomes a pioneering agency in the Digital Government, leading the ecosystem of scientific data, technology, innovation and national digital transformation; ensuring data becomes a strategic resource, created, managed, shared, exploited and used in an effective, safe, transparent and responsible way.
Science and technology data becomes a high-value national asset, a digital knowledge base of the country, making an important contribution to Vietnam becoming a startup, innovation based on knowledge, technology and data.
The strategy aims to develop and complete the ecosystem of data on science, technology, innovation, and digital transformation in a synchronized, unified, transparent, safe, and efficient manner; ensuring that data becomes an essential infrastructure and a vital resource for state management, administrative reform, scientific research, technological development, innovation, and digital transformation. It also seeks to promote the growth of the digital economy, digital society, and digital government. By 2030, the goal is to make Vietnam a leading regional hub for data on science, technology, innovation, and digital transformation in Southeast Asia.
With specific objectives, the strategy calls for completing the legal framework related to the construction and development of data on science, technology, innovation, and digital transformation. It aims to complete and put into operation national digital platforms in the fields of science, technology, and innovation; ensuring the integration and connection of 100% of data from ministries, sectors, and localities through these digital platforms. The data will effectively serve the leadership and state management activities of the Ministry of Science and Technology.
It also ensures that 100% of the Ministry of Science and Technology’s online public services are fully processed and integrated across multiple platforms, with digital data completely replacing paper-based documents in administrative procedures for citizens and enterprises.
Furthermore, it ensures that 100% of national databases and specialized databases under the Ministry of Science and Technology meet the criteria of being “accurate, complete, clean, live, unified, and shareable,” and are implemented with information security protection at Level 3 or higher; all connected and synchronized with the National Population Database and the National General Database.
All data on science, technology, innovation, and digital transformation under the Ministry of Science and Technology will be fully digitized. The Open Science and Technology Data Portal will be completed and launched, publishing at least 5,000 open datasets on science, technology, innovation, and digital transformation.
By 2030, 100% of personnel in the science and technology sector will be proficient in using data for policy-making, leadership, management, and operational activities./.
