Ministry of Science and Technology appoints two Directors General and Deputy Heads of units
On September 12, 2025, the Ministry of Science and Technology (MST) held a ceremony to announce and present decisions regarding personnel appointments for several units under its authority.
At the ceremony, Minister of Science and Technology Nguyễn Mạnh Hùng presented the following decisions:
Reassignment and appointment for a fixed term of Mr. Trần Duy Ninh, Director General of the Central Post Office, as Director General of the National Digital Transformation Agency.
Reassignment and appointment for a fixed term of Mr. Nguyễn Hồng Thắng, Director of the Vietnam Internet Center, as Director General of the Central Post Office.
Appointment for a fixed term of Mr. Nguyễn Minh Thụ, Director of CP16 Post Office under the Central Post Office, as Deputy Director General of the Central Post Office.
Assignment of Acting Director of the Vietnam Internet Center to Mr. Nguyễn Trường Giang, Deputy Director of the Vietnam Internet Center.
Reassignment and appointment for a fixed term of Mr. Nguyễn Hoàng Giang, Deputy Chief of the MST Office and Secretary to the Minister, as Deputy Director General of the Intellectual Property Office.
Reassignment and appointment for a fixed term of Mr. Hà Quốc Trung, Deputy Director of the Information Technology Center, as Deputy Director General of the Intellectual Property Office.

Speaking at the ceremony, the appointed officials expressed their gratitude to the Ministry’s Party Committee, the Standing Committee of the Party Committee, Minister Nguyễn Mạnh Hùng, and the Deputy Ministers. They pledged to dedicate themselves to learning, fostering unity, and striving to successfully fulfill their assigned tasks.
Assigning tasks to the six newly appointed and acting officials, Minister Nguyễn Mạnh Hùng highly commended their capabilities, experience, and qualifications.

The Minister emphasized that, despite the extensive leadership and management experience of many of the officials, they must continue to learn and master the principles of their new roles. He also urged them to leverage technology, particularly artificial intelligence, to address challenges.
Furthermore, the appointed officials were encouraged to enhance their professional expertise and uphold ethical standards to work together with their units to fulfill the responsibilities entrusted to them by the Ministry’s leadership and the Minister./.
