Minister Vu Hai Quan: Vietnam has defined AI development strategy based on three pillars
Speaking at the 2026 APEC Digital and AI Ministerial Meeting held in China on 23 July 2026, Vietnam Minister of Science and Technology Vu Hai Quan emphasized that Vietnam has defined a clear AI development strategy, firmly built on three core pillars.

According to Minister Vu Hai Quan, the three core pillars are:
Firstly, institutions and policies. Laws should not be barriers, but rather a solid foundation for development.
Secondly, human resources and talent. Talent is the most important factor – the core element determining the success or failure of AI development.
Thirdly, infrastructure, data, and AI startups. Vietnam focuses on building a comprehensive AI ecosystem, with infrastructure, data, and a young startup community at its core.

In 2027, Vietnam is honored to host APEC. On this occasion, Minister Vu Hai Quan respectfully extended an invitation to the Ministers and leaders of the Ministries of Digital and AI to attend the APEC Summit in 2027 in Vietnam.
Within the framework of the Ministerial Conference on Digital and AI, Minister Vu Hai Quan held bilateral meetings with leaders of the Chinese Ministry of Industry and Information Technology (ICT) and the Japanese Ministry of Internal Affairs and Communications to promote cooperation in the ICT and AI fields with the two countries.


The 2026 APEC Digital and AI Ministerial Meeting and other high-level events took place within the framework of APEC Digital Week from 16-29 July in Chengdu, Sichuan Province, China.
This event was part of a series of preparatory activities for the 2026 APEC meetings hosted by China.
