According to Minister of Science and Technology Nguyen Manh Hung, technology is only a tool, people are the center of reform. The Minister asked units in the Ministry to proactively propose, dare to take responsibility and resolutely innovate their approach.
On October 10, 2025, the Ministry of Science and Technology (MST) held a briefing on state management in September 2025, chaired by Minister Nguyễn Mạnh Hùng, with the participation of Deputy Ministers and leaders of units under the Ministry.
The meeting focused on evaluating the results of the implementation of tasks in September, identifying bottlenecks in administration, and discussing solutions to innovate working methods, promote the application of technology and AI in state management.
Sticking to the key tasks, promoting reform and digital transformation
Report at the meeting showed that in September, units under the Ministry of Science and Technology focused on implementing key tasks on improving institutions, promoting innovation and reforming administrative procedures in the field of science and technology.
The development of legal documents, decrees and implementation guidelines has been implemented according to schedule, many important drafts have been consulted and finalized; prepared to be submitted to competent authorities.
Along with that, the application of digital technology in internal administration and public service provision has been promoted. The Ministry's Office and the Information Technology Center have coordinated to review and standardize electronic processes in receiving and processing documents, gradually forming a unified operating system between units.

Specialized departments and agencies also promoted the implementation of digital transformation in specialized fields, such as: Registration of scientific tasks, monitoring of project progress, technology appraisal, management of standards - measurement - quality and intellectual property activities...
The meeting also noted many proposals for improvement in coordination between units, especially the application of digital tools to shorten work processing time and increase interconnection.
In the coming period, the Ministry will complete the data-based operating mechanism, ensuring that the directions of the Ministry's leaders are implemented quickly, accurately and monitored by a digitized system.
Reform must start with concrete action
Speaking at the meeting, Minister Nguyen Manh Hung affirmed: Reform is not a slogan. Reform is that today must be different from yesterday, this week must be better than last week.
According to the Minister, innovating the mode of administration is a prerequisite to improve the efficiency of public duties, in which management must be based on data, and actions must have measurable results.
The Minister requested that the Ministry's Office should review the entire document processing process, eliminate intermediaries, ensure that directions are implemented quickly and to the right person responsible.
Along with that, the Minister requested to strictly implement the principle of "three transparencies": transparency in progress, responsibility, and results. "When data is transparent, responsibilities are clear, trust in the apparatus will be strengthened", the Minister emphasized.
At the same time, the Minister especially emphasized the role of AI in management and institutional building: AI is not only a technology, but a tool of management thinking.
Public service culture innovation - people are at the center of digital transformation

The Minister assigned the Information Technology Center to coordinate with domestic enterprises to build a "Digital Transformation Model", creating a comprehensive digital workspace, from assignment, processing to monitoring and evaluation. He also mandated maintaining weekly leadership briefings every Friday to review progress, address issues, and ensure public service discipline.
Rapid institutionalization, drastic organization, regular inspection - those are the three steps for reform to come into essence. The last measure is the result - Minister Nguyen Manh Hung emphasized at the meeting.
Concluding the meeting, the Minister emphasized that the goal of the Ministry of Science and Technology in the coming time is to build a "Smart Management Model" - a model in administrative reform based on science, technology and innovation, contributing to the realization of digital government, service administration, transparency and development./.
