Hanoi affirms pioneering role in digital transformation
At the Celebration Program on 2025 National Digital Transformation Day, the Ministry of Science and Technology (MST) announced the results of the provincial Digital Transformation Index (DTI) ranking in 2024. Hanoi City, for the first time, topped the list in terms of digital transformation among centrally governed provinces and cities.

Deputy Director General of the National Digital Transformation Agency Nguyen Phu Tien said that DTI is an important tool to monitor progress, evaluate effectiveness and orient policies to promote digital transformation nationwide.
The national DTI consists of 12 indicators divided into 3 main pillars: Digital Government (400 points), Digital Economy (300 points) and Digital Society (300 points), with a total score of 1,000.
Provincial DTI is structured according to 3 similar pillars: Local Digital Government, Digital Economy and Digital Society, including 8 main indicators with 47 component indicators. In which, the group of general platform indicators (digital awareness, digital institutions, digital infrastructure, digital human resources and cyber information security) accounts for the majority, together with the group of operational indicators (digital government, digital economy, digital society).
Ministerial-level DTI consists of 6 main indicators, 31 component indicators with a total score of 1,000, reflecting the characteristics of each ministry and sector in implementing digital transformation.
Metrics are collected and evaluated entirely online via the dti.gov.vn system, combining automatic measurement data and verified statistical reports. Specifically, the national DTI has 33% of the index measured automatically; Ministerial and provincial DTI have 22.6% and 20% of automatic measurement indexes, respectively. The application of the online assessment system helps ensure transparency, objectivity and continuous updates throughout the entire process.
Impressive growth in all 3 pillars
The national DTI index in 2024 will reach 0.7955 points, up 8.6% compared to 2023. In 2024, Vietnam will rise 15 places in the United Nations e-Government ranking, ranking 71st out of 193 countries and territories.
At the local level, the average value of the provincial DTI reached 0.6961 points, up 2.6% compared to 2023 and maintaining a steady upward momentum from 2020. The 3 pillars of the index, including digital government, digital economy and digital society, all increased, of which the latter 2 pillars increased by more than 13%, reflecting a strong transformation in production, business and life activities.
This result clearly reflects the effectiveness of localities being proactive in applying digital technology to socio-economic management and development activities, and at the same time promoting digital transformation in each specific industry and field.
Hanoi leads the country in local digital transformation
According to the Provincial DTI Ranking in 2024, Hanoi ranks 1st in 4 main indicators, including: digital awareness, digital institutions, digital economy activities and digital social activities.
Hue City ranks 2nd, achieving the maximum score in 3 main indicators (Digital Awareness, Digital Institutions, Cyber Information Security) and ranks in the top 2 in Digital Government Activities.
Hai Phong holds the 3rd position, standing out with the maximum score in Digital Awareness, Digital Institutions, and is in the top 3 in Digital Infrastructure and Digital Economy Activities.
Ho Chi Minh City ranked 4th, achieving the maximum score in two indicators (Digital Awareness, Digital Institutions), ranking in the top 4 in Digital Economy Activities and top 3 in Digital Social Activities.
Notably, Thanh Hoa appeared in 5th place, achieving the maximum score in 3 main indicators (Digital Awareness, Digital Institutions, Digital Human Resources).
According to the National Digital Transformation Agency, the Ministry of Science and Technology is updating and completing the DTI Index in Decision No. 405/QD-BKHCN issued on April 3, 2025.
The adjustment aims to ensure conformity with new resolutions and directions of the Central Government (such as Resolution 57-NQ/TW, Resolution 71/NQ-CP, etc.), and at the same time approach international evaluation criteria and more closely reflect the final effectiveness of digital transformation - instead of just stopping at the implementation level.
The new set of DTI criteria is expected to be issued in the 4th Quarter of 2025. On that basis, the Ministry of Science and Technology will organize a DTI assessment in 2025 for ministries and 34 provinces/cities after the merger, and the results are expected to be announced in the first quarter of 2026.
Vietnam is entering a period of comprehensive digital transformation, where all sectors – from state management, production, trade, to social life – are closely linked to digital platforms. The results from DTI 2024 are not only a measure of the digital transformation capacity of each locality, but also demonstrate the persistent efforts of the whole system in the journey to build an effective digital government, a dynamic digital economy and an inclusive digital society./.
