Deputy Minister of Science and Technology Bui Hoang Phuong takes on new duty

Alternate Member of the CPV Central Committee, Deputy Minister of Science and Technology Bui Hoang Phuong has just been appointed as a member of the Steering Committee for Digital Transformation in Party Agencies.

Standing Member of the Secretariat Tran Cam Tu, Chairman of the Steering Committee for Digital Transformation in Party Agencies, chairs the conference reviewing digital transformation work in Party agencies in the first 6 months and deploying key tasks for the second half of 2026.

On behalf of the Steering Committee for Digital Transformation in Party Agencies, Standing Member of the Secretariat Tran Cam Tu, Chairman of the Steering Committee, signed Decision No. 22-QD/BCD dated August 12, 2026, regarding the personnel reorganization of the Steering Committee.

Accordingly, Mr. Nghiem Xuan Thanh, Member of the CPV Central Committee and Vice Chairman of the Commission for Inspection of CPVCC, joins as a member of the Steering Committee, replacing Mr. Hoang Trong Hung, former Vice Chairman of the Commission for Inspection of CPVCC.

Mr. Bui Hoang Phuong, Alternate Member of the CPV Central Committee, Deputy Minister of Science and Technology, joins as a member of the Steering Committee, replacing Mr. Pham Duc Long, Deputy Minister of Science and Technology, who has been reassigned to other duties.

The duties and powers of the newly appointed members of the Steering Committee shall strictly follow Decision No. 185-QD/TW dated October 1, 2024, of the Secretariat on the establishment of the Steering Committee.

Under Decision No. 185, the Steering Committee is tasked with advising and assisting the Politburo and the Secretariat in directing digital transformation across Party agencies from the central to grassroots levels, as well as ensuring inter-agency connectivity and the collection and sharing of information among Party agencies, State bodies, the Viet Nam Fatherland Front, and socio-political organizations.

The Steering Committee also directs the formulation of the digital transformation project in Party agencies; submits the project to the Secretariat for approval; and oversees, promotes, coordinates, inspects, and supervises relevant agencies and units during the execution of project tasks.

In addition, it instructs relevant bodies and units to advise and propose that competent authorities approve special mechanisms and policies in line with regulations, ensuring the most effective and favorable implementation of the project.

The Steering Committee formulates and issues its working regulations, operational programs, and plans; while assigning tasks to its members in accordance with the fields, functions, and duties of the agencies and organizations that such members represent, oversee, or monitor.

The Steering Committee is empowered to request competent agencies to supply information relevant to its assigned responsibilities.

Members of the Steering Committee are authorized to utilize the personnel and physical infrastructure of the organizations, agencies, and units under their charge to carry out their assigned tasks./.
