Elevating the cooperation between PTIT and Samsung Electronics Vietnam
The Posts and Telecommunications Institute of Technology (PTIT) under Vietnam Ministry of Science and Technology (MoST) and Samsung Electronics Vietnam Co., Ltd. recently signed a cooperation agreement for the period 2026-2028. This is the fourth cooperation agreement between the two parties since 2014.

Outstanding cooperation in training high-quality human resources
Over the past decade, PTIT and Samsung Vietnam have implemented many in-depth and effective cooperation programs. Samsung not only accompanies PTIT in training and research, but also contributes to building a learning environment according to global enterprise standards through modern laboratories, talent scholarship programs, internships, research activities, technology workshops, and recruitment of high-quality human resources.
Through the cooperation program between PTIT and Samsung Vietnam, nearly 7,000 PTIT students have participated in Samsung's training courses; 120 valuable Samsung scholarships have been awarded to PTIT students and graduate students. To date, approximately 1,000 PTIT graduates are working at Samsung. Many generations of PTIT graduates currently hold important positions within the Samsung ecosystem.
In addition, PTIT’s research and development (R&D) activities are also actively supported by Samsung, including research projects on applying technology to assist the hearing impaired, and student activities. The lab built by Samsung continues to operate effectively.
In recognition of Samsung Vietnam's practical support for PTIT, and witnessing the signing ceremony of the cooperation agreement between PTIT and Samsung Vietnam for the period 2026-2028, on behalf of Vietnam MoST, Deputy Minister Hoang Minh respectfully thanked Samsung Vietnam, its General Directors, and its staff throughout the years for their attention and contributions to the development of Vietnam in general and PTIT in particular.

Deputy Minister Hoang Minh also congratulated Samsung on its successes and achievements over the past year and highly appreciated the efforts of Mr. Na Ki Hong during his one year as General Director of Samsung Vietnam, continuing to make significant contributions to the development of Samsung Vietnam as well as the friendly cooperative relationship between the two countries.
The Deputy Minister stated that Vietnam is transitioning to a growth model based on science, technology (S&T), and innovation. Therefore, international cooperation with global organizations and businesses like Samsung is a key strategic direction for Vietnam.
The Deputy Minister shared that Vietnam has a saying, "Individual streams combine to form a river, and individual rivers form the sea”. Accordingly, the signing of the cooperation agreement between PTIT and Samsung Vietnam contributes to further strengthening the comprehensive strategic partnership between Vietnam and South Korea.
Recalling a memory from 12 years ago, the Deputy Minister said that, as the Director of PTIT at the time, he signed the first memorandum of cooperation between PTIT and Samsung Vietnam.
"Over time, the cooperation between PTIT and Samsung Vietnam has been elevated to a new level and is becoming increasingly strengthened and consolidated, becoming a typical and exemplary cooperation between Vietnam and South Korea, between businesses and universities in training high-quality human resources and R&D”, Deputy Minister Hoang Minh emphasized.
Expanding new areas of cooperation
Deputy Minister Hoang Minh also informed the General Director of Samsung Vietnam that in April 2026, the Minister of Vietnam MoST approved the strategic development orientation for PTIT. In this plan, Vietnam MoST assigned PTIT the task of striving to become the number one training and research institution in Vietnam in four technology fields, including AI training.
Accordingly, PTIT needs to aim to become a leading center for cooperation between Vietnam and Korea in human resource development, R&D, and promoting technology transfer between the two countries.
PTIT and Samsung Vietnam are exploring the establishment of a joint working group to develop a comprehensive cooperation plan, commensurate with the significant role and position of Samsung Vietnam, as well as aligning with the great mission and responsibility assigned to PTIT by Vietnam MoST in the coming period.
The Deputy Minister suggested that PTIT, with its advantage as a key national technology training institution, could become a hub connecting and promoting entrepreneurship and innovation through cooperation with Samsung and other universities. In addition, PTIT could collaborate with Samsung to participate in investment funds, jointly investing in young entrepreneurial talents and creating future unicorns for Vietnam.
The Deputy Minister emphasized that cooperation with Samsung, South Korea, is not only about learning about technology or economic activities, but also, importantly, about understanding and learning about Korean culture - a nation with a spirit of dedication, self-reliance, and resilience, which has risen from a poor post-war country to become a leading technological power in the world today.
Responding to Deputy Minister Hoang Minh’s sentiments towards Samsung and Korea, Mr. Na Ki Hong, General Director of Samsung Vietnam, stated that PTIT has developed into one of the universities that has accompanied the development of the information and communication technology industry in Vietnam, thanks to the active support of the Ministry of Information and Communications (MIC) and now the MoST.

With the continuous efforts and dedication of its teachers and students, PTIT is known for its very important contributions to Vietnam's development in training talent as well as in fields such as society, economy, and science and technology.
“Samsung is proud to partner with PTIT to train future technology talent and has achieved significant results since 2014”, affirmed General Director Na Ki Hong.
Mr. Na Ki Hong also stated that AI transformation has accelerated across all sectors and industries globally. Accordingly, the business environment is changing incredibly rapidly, especially in the high-tech sector. Highly skilled engineers play a crucial role because they must identify new problems and be able to solve core technologies. To meet these new trends, Samsung is focusing on training highly skilled professionals, including its R&D team. This is the core strategy of the cooperation between PTIT and Samsung.
“Samsung will not only aim to be the largest investor in Vietnam or the largest exporter in Vietnam, but also aspires to be a company that always accompanies Vietnam, with a focus on training technological talent. Cooperation with PTIT is a key and important axis for Samsung. Samsung and PTIT will continue to work together to move towards even deeper cooperation,” Mr. Na Ki Hong affirmed.
As the head of PTIT, Associate Professor Dr. Dang Hoai Bac, Director of PTIT, noted that the world is undergoing a strong transformation under the impact of strategic technologies such as digital technologies, next-generation mobile networks, automation, semiconductor chips, cybersecurity, and quantum technology…
“In light of this trend, PTIT has identified the development of high-quality human resources, promoting research, technology transfer, and innovation in digital technology fields as a key task in the coming period”.

Associate Professor Dr. Dang Hoai Bac also affirmed: The cooperation agreement for the period 2026-2028, signed by PTIT, is a testament to the shared vision and long-term commitment of both sides.
“Building on more than a decade of effective cooperation and an unwavering desire for innovation, PTIT and Samsung will continue to create new values, groundbreaking achievements, and make practical contributions to the development of science, technology, and innovation in Vietnam”, the PTIT Director confidently stated./.
