Vietnam MoST supports U.S. company in developing high-tech supply chains

Minister of Science and Technology Vu Hai Quan affirmed the Ministry's commitment to accompanying and supporting enterprises, including Coherent (U.S.), in their long-term development in Viet Nam.

On 26 June 2026 in Ha Noi, Vietnam Minister of Science and Technology (MoST) Vu Hai Quan held a working session with Mr. Jeff Place, Chief Supply Chain Officer at Coherent Corp, a leading U.S. multinational specialising in advanced materials, optoelectronics, and semiconductor.

During the meeting, Minister Vu Hai Quan and Mr. Jeff Place discussed Coherent's investment expansion plans in Viet Nam, as well as measures to strengthen human resource development, advance high-tech supply chains, and enhance the capabilities of Vietnamese enterprises to participate more deeply in global value chains.

Minister Vu Hai Quan affirmed that MoST stands ready to accompany and support Coherent in its long-term development in Viet Nam. On this basis, he proposed four key areas of cooperation between MST and Coherent.

First, collaborate on developing education and training programmes to foster a highly skilled workforce, including engineers, managers, and research and development (R&D) personnel.

Second, strengthen partnerships between Coherent and Vietnamese universities and research institutes to design training programmes that better meet industry needs.

Third, explore the establishment of open laboratories and shared infrastructure for the semiconductor and optoelectronics sectors, enabling small and medium-sized enterprises (SMEs) to participate in the supply chain.

Fourth, encourage Coherent to develop concrete proposals on supply chain development, infrastructure needs, and policy support to help the Viet Nam Government refine an appropriate policy framework for the industry.

Mr. Jeff Place emphasised that Viet Nam is one of Coherent's strategic markets, with its manufacturing facilities ranking among the company's best-performing sites worldwide in terms of both productivity and quality.

He added that Coherent is expanding its manufacturing operations in Dong Nai Province and VSIP 3 Industrial Park in Binh Duong Province, while aiming to scale up its production capacity in Viet Nam to a level comparable with the company’s other strategic manufacturing hubs across Asia.

Coherent also proposed that MoST continue supporting the development of high-quality human resources, facilitate the implementation of investment projects, and promote the development of domestic supply chains to enable Vietnamese enterprises to participate more extensively in high-tech manufacturing.

Concluding the meeting, Minister Vu Hai Quan and Mr. Jeff Place agreed to strengthen cooperation in workforce development, the advancement of Viet Nam's semiconductor and optoelectronics ecosystem, and the integration of Vietnamese enterprises into Coherent's global supply chain. Both sides also agreed to promote cooperation mechanisms that will enhance the value-added contribution of Viet Nam's high-tech industries.

Earlier on June 26, Deputy Prime Minister Ho Quoc Dung received Mr. Jeff Place at the Government Headquarters. The meeting was also attended by Deputy Minister of Science and Technology Hoang Minh.

The Deputy Prime Minister stated that the Viet Nam Government has set a target of achieving double-digit economic growth during the 2026-2030 period, with science, technology, innovation, and digital transformation identified as key drivers of future growth.

To achieve this goal, Viet Nam is prioritising the attraction of foreign direct investment (FDI) projects featuring advanced technologies, strong R&D capabilities, close linkages with domestic enterprises, workforce development, and deeper integration into global value chains.

Regarding the semiconductor sector, Viet Nam is fostering the development of a ecosystem aimed at progressively expanding its role in chip design, packaging, testing, and the manufacturing of semiconductor materials, components, and equipment, while prioritising high-quality workforce development and attracting strategic investors.

In parallel, the country is promoting the development of semiconductor, electronics, and high-tech industrial ecosystems in localities with advantages in industrial infrastructure, logistics, human resources, and supply chain connectivity.

Viet Nam also seeks to strengthen supporting industries, enhance domestic capabilities in supplying materials and components, and gradually increase localisation across high-tech value chains.

The Deputy Prime Minister further noted that Viet Nam encourages investment in data centres and AI infrastructure incorporating advanced, energy-efficient technologies while ensuring cybersecurity, data protection, and alignment with local infrastructure development plans./.
