Seeking solutions to develop strategic technology products for immediate deployment

The development of strategic technology products for immediate deployment represents an opportunity for Vietnam to master key strategic technologies and contribute to achieving double-digit economic growth.

This direction was emphasized by Party Central Committee Member and Permanent Deputy Minister of Science and Technology Vu Hai Quan at a meeting with representatives from ministries, sectors, provincial Departments of Science and Technology, research institutes, and universities. The meeting aimed to implement Decision No. 2815/QĐ-TTg dated 28 December, 2025, issued by the Prime Minister approving the National Science, Technology and Innovation Program for the development of strategic technology products for immediate deployment. The meeting took place on 10 March, 2026, in Ha Noi.

At the meeting, Mr. Hoang Anh Tu, Deputy Director General of the Department of Engineering Sciences and Technology (Ministry of Science and Technology), noted that on 28 December, 2025, the Prime Minister signed Decision No. 2815/QĐ-TTg approving the national science, technology and innovation program for the development of strategic technology products for immediate deployment (the Program).

The Program is guided by the principle of mobilizing the participation of the entire political system, particularly the roles, responsibilities, and direct leadership of heads of ministries, sectors, and localities in organizing implementation. It also aims to leverage the combined strengths of the State, enterprises, research institutes, universities, the expert community, and social organizations to develop and master strategic technologies. Implementation of the Program is aligned with Strategic Action Plan No. 01-KH/BCĐTW dated 2 June, 2025, issued by the Central Steering Committee for implementing Resolution No. 57-NQ/TW dated 22 December, 2024 of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation.

The Program sets out several specific objectives.

First, to research and master technologies for the design, integration, manufacturing, testing, and deployment of strategic technology products, including: large language models and Vietnamese virtual assistants; edge-processing AI cameras; autonomous mobile robots; 5G mobile network systems and equipment; block-chain network infrastructure and application layers for traceability and crypto assets; and unmanned aerial vehicles.

Second, to research and master the core technologies underlying strategic technology products.

Third, to research, develop, and manufacture high value-added modules with strong commercialization potential within the global value chains of strategic technology products.

Fourth, to develop strategic technology products capable of replacing imports, meeting at least 30% of domestic market demand and enabling exports.

Fifth, to support at least 30 enterprises and 10 research institutes and universities in participating in the research and development of core technologies and globally competitive strategic technology products, while supporting the development of 100 supporting enterprises supplying equipment and services related to the development of strategic technology products.

Sixth, to facilitate the formation of at least three strategic industries, generating new product and service lines with high added value.

According to Mr. Hoang Anh Tu, the strategic technology products under the Program include large language models and Vietnamese virtual assistants, edge-processing AI cameras, autonomous mobile robots, 5G mobile network systems and equipment, block-chain infrastructure and application layers for traceability and crypto assets, and unmanned aerial vehicles.

During the meeting, representatives from ministries, sectors, localities, research institutes, and universities generally agreed to propose specific commissioned tasks to the Ministry of Science and Technology in order to implement the Program in accordance with the practical conditions of each organization.

However, many participants also noted that the Program currently faces several challenges in implementation, including overlapping task proposals, funding constraints, coordination mechanisms for task implementation, and issues related to preparing project proposals.

In his concluding remarks, Party Central Committee Member and Permanent Deputy Minister Vu Hai Quan commended the proactive engagement and strong commitment of ministries, sectors, and localities in implementing Decision No. 2815/QĐ-TTg issued by the Prime Minister.

He also acknowledged the challenges and difficulties faced by ministries and localities in implementing the Program at the present stage.

Permanent Deputy Minister Vu Hai Quan requested the Department of Engineering Sciences and Technology to incorporate feedback from ministries, sectors, localities, research institutes, and universities in order to propose appropriate solutions for the effective implementation of the Program in the coming period, and to report promptly to the Ministry’s leaders./.
