Promoting Vietnam - Cambodia bilateral cooperation in telecommunications infrastructure and digital technology

Minister of Science and Technology of Vietnam Nguyen Manh Hung and Cambodian Minister of Posts and Telecommunications Chea Vandeth shared cooperation opportunities to further tighten the fraternal friendship between the two nations.

On 15 January 2026, on the sidelines of the 6th ASEAN Digital Ministers' Meeting (ADGMIN 6), Minister of Science and Technology of Vietnam Nguyen Manh Hung held a bilateral working session with Cambodian Minister of Posts and Telecommunications Chea Vandeth.

The 6th ASEAN Digital Ministers' Meeting took place under the theme “ASEAN adaptive: From infrastructure connectivity to intelligence connectivity”, reflecting the region's new cooperation orientation.

In this common flow, the bilateral meeting between Vietnam and Cambodia is seen as a concrete testament to the efforts to realize the shared goals of the ASEAN community at the national level.

The meeting was not only an annual diplomatic activity but also a strategic step to tighten fraternal cooperation, while opening new directions for promoting and developing telecommunications infrastructure and digital technology between the two countries.

At the working session, in a sincere and open atmosphere, the two Ministers spent time exchanging information on development situations, identifying opportunities as well as difficulties and challenges arising in the process of digital infrastructure development and national digital transformation.

In particular, institutional cooperation and sharing experiences in building and perfecting the legal environment were identified as one of the priority focuses in the coming time. Creating an open and transparent legal corridor is a prerequisite for promoting investment, encouraging digital innovation, and creating momentum for a strong wave of digital startups.

As the head of Vietnam's Science and Technology sector, Minister Nguyen Manh Hung shared the progress and practical experiences that Vietnam has garnered. The Minister mentioned the possibility that Vietnam could support and share successfully implemented models such as: Building a digital government, deploying e-invoices, online training platforms, and digital platforms supporting small and medium-sized enterprises (SMEs).

Regarding institutional building, the two sides discussed experiences in issuing new legal frameworks. Minister Nguyen Manh Hung shared Vietnam's practice in drafting and promulgating the Law on Digital Transformation as well as the Law on Artificial Intelligence (AI). As one of the early countries to implement these legal regulations in the region, Vietnam expressed its goodwill and readiness to exchange and share experiences in the process of drafting and perfecting legal documents with the Cambodian side.

The atmosphere of the working session did not stop at professional exchanges but was also imbued with feelings of friendship and close attachment. Facing common challenges that both countries encounter in the digitalization process, Minister Nguyen Manh Hung expressed absolute optimism and confidence in the strong cooperation between the two sides.

Minister Nguyen Manh Hung expressed his belief that, with a brotherly spirit, both sides would surely find a common voice and solutions for existing issues.

This affirmation is not only a political commitment but also demonstrates the determination to find solutions to difficult problems through solidarity and consensus. Additionally, the Minister expressed hope that existing problems and obstacles in telecommunications cooperation would soon be thoroughly resolved in the near future.

In addition to professional matters, the Minister also hoped that the Cambodian functional agencies would continue to support and create favorable conditions for Vietnamese telecommunications and information technology enterprises investing in Cambodia. This is considered the core force contributing to realizing bilateral digital connectivity goals.

Responding to the sentiments and proposals from the Vietnamese side, Cambodian Minister of Posts and Telecommunications Chea Vandeth shared moving remarks, highly evaluating Vietnam's support and cooperation over the past time. Minister Chea Vandeth affirmed: “Vietnam is always our friend and our brother”.

This statement closed the bilateral working session in a warm and trusting atmosphere.

The meeting on the sidelines of the 6th ASEAN Digital Ministers' Meeting between the two Ministers once again reaffirmed the good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability between Vietnam and Cambodia; while opening new prospects for the two countries to develop together and rise strongly in the era of intelligence connectivity and high technology./.
