Science, technology, innovation are primary drivers of the new development model

General Secretary To Lam required that science, technology, innovation, and digital transformation to be clearly established as the primary drivers of the new development model and new growth model, and as the most fundamental factors for achieving the long-term goal of double-digit growth.

On the morning of 7 January, in Hanoi, General Secretary To Lam worked with the Central Policy and Strategy Board to provide guidance on the formulation of two important resolutions of the Central Committee in preparation for the implementation of the Resolution of the 14th National Party Congress.

The working session was attended by members of the Politburo: Mr. Tran Cam Tu, Standing member of the Secretariat; Mr. Phan Dinh Trac, Secretary of the Party Central Committee and Head of the Central Internal Affairs Commission; Mr. Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theory Council; along with secretaries of the Party Central Committee, members of the Party Central Committee, leaders of the Government, the National Assembly, various central departments, ministries, sectors, and agencies, as well as several experts and scientists.

At the meeting, representatives of the Central Policy and Strategy Board reported on the preliminary research results for the development of the Resolution on innovating the national development model based on science, technology, innovation, and digital transformation, and the Resolution on strategic solutions to promote double-digit growth associated with establishing a new growth model.

Delegates reached a consensus on the importance and urgency of innovating the national development model based on science and technology and achieving the double-digit growth target associated with establishing a new growth model. Simultaneously, they contributed many passionate, responsible, and practical opinions to perfect the contents related to the formulation of these resolutions.

From a State “doing everything on behalf of others” to “creating conditions for society and businesses to innovate”

Speaking in conclusion of the working session, General Secretary To Lam affirmed that the issues discussed are strategic, significant, and urgent, requiring early preparation for immediate implementation following the upcoming 14th National Party Congress. The General Secretary requested the Central Policy and Strategy Board to research and fully incorporate the opinions, and to continue developing and perfecting the two draft resolutions for submission to the Politburo and the Central Committee in accordance with regulations.

Clearly stating the requirements in the process of building the two resolutions, the General Secretary emphasized that these are crucial contents for the immediate implementation of the 14th National Party Congress Resolution. Therefore, they must closely follow and fully institutionalize the viewpoints and goals stated in the draft documents of the 14th National Party Congress. The resolutions must have long-term vision, be comprehensive, and possess sufficient depth, without being narrowed by short-term interests or "term-thinking"; they must stem from practice, standing on the practical soil of Vietnam, and not be mechanical copies of foreign models.

The General Secretary noted that since the resolutions are for action, they must ensure high feasibility and operability, linked to roadmaps, steps, and resources for implementation. Simultaneously, they must be rallying and inspiring, creating high unity within the entire Party and political system, consensus in society, and arousing the aspiration for contribution and advancement of the nation through knowledge and creativity.

Directing several contents of a guiding nature, the General Secretary requested a thorough grasp of the following: Transforming the development model and establishing a new growth model is, first and foremost, a strong transformation in mindset - moving from extensive development to intensive development; from relying on resources and simple labor to relying on knowledge, technology, and productivity; from management to enabling development; from a State “doing everything on behalf of others” to “creating conditions for society and businesses to innovate”; and fully promoting the roles of all economic sectors.

It is necessary to fully recognize the dialectical relationship between stability and development (stability for development, and development for stability). Rapid development must be sustainable, associated with progress, social justice, environmental protection, and the improvement of people's lives. High growth must be based on stability, with macroeconomic stability and ensuring major balances as the first and foremost prerequisite conditions.

The General Secretary emphasized that transforming the development model based on science and technology is not only an economic requirement but also a comprehensive strategic issue, contributing to the enhancement of national performance. This must be linked to innovating the leadership and ruling methods of the Party, improving the effectiveness of State management and governance, perfecting institutions, developing human potential, ensuring defense and security, and elevating the national position.

This is the mandatory path to realize the country’s two centennial goals. Every development policy decision must be placed within this overall framework.

Science, technology, innovation, and digital transformation must be clearly established as the primary drivers of the new development model and new growth model, and as the most fundamental elements to achieve the long-term double-digit growth target.

Humans are the most important resource, the center, the subject, and the goal of development. The development of science and technology must be associated with the comprehensive development of people who possess knowledge, courage, ethics, and the aspiration to contribute.

It must be clearly recognized that growth and development go hand in hand with strengthening national strategic autonomy across all fields; consolidating defense and security; and enhancing the autonomy, self-reliance, and self-resilience of the economy as the basis for proactively responding to the rapid and uncertain factors of the external situation.

Ensure the comprehensive and direct leadership of the Party over the process of transforming the development model and establishing a new growth model; at the same time, highly promote democracy, social intelligence, and the creative aspirations of the entire people, creating high consensus and political determination throughout the political system.

The General Secretary requested the Central Policy and Strategy Board to take the lead and coordinate with relevant agencies to urgently research and develop the two draft resolutions for submission to the Politburo in February 2026.

Also at the meeting, the General Secretary believed that it is necessary to build a Central resolution on building an orderly, disciplined, safe, healthy, civilized, and developed society, and requested the Central Policy and Strategy Board to lead and coordinate with relevant agencies for research and implementation.

The General Secretary requested delegates and relevant agencies to focus their time and effort, proactively conduct in-depth theoretical research and summarize practical experiences, not fear innovating their thinking, not avoid difficult issues, and mobilize the wisdom of domestic and international experts and scientists to advise the Central Committee on breakthrough contents, contributing to the country's development in the coming period./.
