The Ministry of Science and Technology provides a “new-generation” MBA training program for leaders
According to Minister of Science and Technology Nguyen Manh Hung, the Leadership and Public Sector Management Training Program – Gov.miniMBA – will be a new-generation MBA program, designed to develop a cohort of leaders capable of adapting to a rapidly changing world.
On November 15, 2025, in Hanoi, the Vietnam Institute of Leadership, Governance and Management (VLGM) and the Posts and Telecommunications Institute of Technology (PTIT) – Ministry of Science and Technology (MOST) – held the Opening Ceremony of the 2025 Leadership and Public Sector Management Training Program – Gov.miniMBA.
The program is attended by 35 trainees who are department-level leaders and equivalents of MOST. Minister of Science and Technology Nguyễn Mạnh Hùng, Deputy Minister Hoang Minh, and Dr. Vo Tri Thanh, senior expert, were present at the opening ceremony.



“New generation” MBA training program
Opening and directly standing in class, Minister of Science and Technology Nguyen Manh Hung had many enthusiastic and deep exchanges with 35 students who are leaders of the Ministry’s units and answered many questions.

The Minister shared that learning today requires the ability to ask questions. One must be able to raise questions directly related to their ongoing work and challenges—questions that require deep reflection and sustained thought in order to resolve.
“When you worry about the job, the unit, each participant who is the leader of the unit will have hundreds of questions. This can be considered the property of each unit leader.”
The minister said that when asking questions, it is necessary to think of the right question. “The power of the question will be huge and ask the right content you need to get the knowledge of the teacher.”
According to the Minister, this training program is a “new” MBA training program so there are some differences.
First of all, the current MBA training will have to be more intensive in the context of the times of change and change very quickly. “The present age is the digital age and is also considered a sustainable age. Digital technology, like the explosively developed AI technology, the more “destroying” should be sustainable. So, instead of general training, covering as much content as before, training today needs to be more intensive and faster than before.
Second, the Minister noted that digital transformation has had a big impact on society, fundamentally changing the way of life, the way of working of each person and especially affecting public governance.
Third, the method of learning MBA has also changed. Previously, studying an MBA was a full-time (full-time) study, and now it is possible to study online.
Fourth, the current learning must take into account the same efficiency as the return of investment. Learners are now not in a way to get a raise, appointed ... but go to class to “enlighten”.
Fifth, the MBA training program needs to be equipped with capacity, soft skills in the world of rapid fluctuations. One of the soft abilities that many people have not grasped is knowing how to exploit data. “Data is property, great value, but the important point is to turn data into a story.”
The minister also noted that the head must have the necessary skill of making a quick decision. Next is the skill that speaks to others. “Explaining to others is the important ability of the leader.”
Sixth, learning needs to be in contact with the Vietnamese context. “Vietnamese context is important. It is necessary to apply knowledge in accordance with the Vietnamese context that will bring great value. Anyone who "suffers" will succeed”.
The quality of the leader in the period of profound changes
Discussion on the 3 training pillars of VLGM is the leadership, management and administration and also the main content of the Gov.MiniMBA training program, Minister Nguyen Manh Hung said that the role of the leader of the units is to create a new direction, breakthrough for the unit to go above.
“A successful country, organization is a separate direction. “There has been a study that took a long time to come to the conclusion that no two countries have succeeded in the same path.”
The leader must have a vision, goal, and great desire for the organization. In order to be sustainable, it is necessary to manage and evaluate the unit development strategy in the right direction. It is necessary to evaluate the work of the unit, there is any activity of internal management, serving the people to suffer ... This is the management.

The Minister stressed that the Gov.miniMBA Public Organizational Leadership and Management Program is a program organized to upgrade the leadership generation of the Ministry and build a new generation of leaders who are the main leadership forces for the Ministry, for the country, especially in the context of science, technology, digital transformation and innovation are strongly promoted.
The class participants are the leaders of the field that need to think wide. “If you work well, the manager will find it simple. The leader who assigns the job to subordinates must clearly state the desire, clearly state the way, avoid general, unclear, equip tools for officers to work effectively and effectively.
Along with that, it is important to build an organizational culture in which leaders set an example by embodying the Ministry of Science and Technology’s core values: “Pioneering – Creative – Breakthrough – Integrity – Compassion”.
Minister Nguyen Manh Hung said: “The head of the unit must innovate and upgrade, the new unit is renewed and upgraded. Leaders must be deeply knowledgeable, strong, practical, the unit also changes drastically and practically. The head knows how to use technology, the staff in the unit will be good at technology. The good staff of technology will spread to the family, everyone around".
Closing the enthusiastic exchange with the leaders of the unit participating in the MBA Training Program, Minister Nguyen Manh Hung expressed his desire: “Through this training program, the leaders of the Ministry of Science and Technology do not only know much more but also become a better version of themselves to realize some principles to live and work”.

Pioneering training program, fostering leadership in the public sector
As a direct management unit of the Institute (VLGM), Director of PTIT Dang Hoai Bac said that in the context of digital transformation, international integration and strong innovation orientations of the Party and the State, Minister Nguyen Manh Hung has directed the establishment of VLGM Institute (under PTIT).
The pioneering institute integrates 3 pillars: leadership - management - management according to the Vietnamese school, combining the international MBA with public sector characteristics with lecturers and speakers who are leading experts such as Minister Nguyen Manh Hung, Prof. Vu Minh Khuong, Lecturer of Ly Quang Dieu School of Public Policy, National University of Singapore (NUS) - Chairman of the Advisory Council of the Institute; Ambassador Pham Quang Vinh, Prof. Dr. Chen Shit, Dr. Vo Tri Thanh, leaders of experienced businesses ...

Combining international MBA standards with public characteristics, Mr. Dang Hoai Bac said that VLGM has built the Gov.MiniMBA program, which is a pioneering training program, fostering leadership in the public sector, by combining the standard of management and corporate governance with the practice of civil service activities and according to modern methods (learning anytime and anywhere) and the MOOC course in conjunction with the topic.
The training program is built into: 7 theoretical modules (condensed MBA) with subjects such as leadership, strategy, organization - human resources, finance, communication, technology management ...; 8 topics of in-depth practice with contents such as: discussing strategy and organizational leadership, international integration in the field of science and technology, financial management, policy communication.
The training method of the Program is to combine online and offline (the learning process is supported by the AI system - the knowledge system of MBA built by the Institute).
Online training method: For the basic knowledge sector aims to systematize the classic knowledge of management and leadership (Learning with MOOC course and with the AI Chatbot).
Offline training methods: For in-depth knowledge of leadership and management, it is implemented in the form of: Learning with experts on practical issues in leadership, management with the characteristics of “Vietnam” according to the learning method “Learning by case” – Learning according to specific, typical situations.
Along with that, the program will organize discussions, ask questions, share with previous people, experts with each specific topic, seek solutions to the big problems of the country, problems, existing existence in organizations and enterprises according to each specific topic.
The learning ecosystem includes: Chatbot-MiniMAB (support 24/7), a support staff on the system, a team of academic advisors to support the whole process.
Director Dang Hoai Bac said that PTIT will continue to develop into a series of Gov.MiniMBA training programs in the coming time. In the two years of 2025 and 2026, PTIT will complete content, upgrade materials and chatbots, and collect student feedback to optimize the learning experience. In 2026, the program will expand to leaders of departments, agencies and communes throughout the country.
PTIT will also aim to launch the Gov.miniMBA Open gate (free for young civil servants) and build the alumni community to share the reality (case study) in public organization management activities. /.
