In the context of comprehensive digital transformation and the explosion of online communication, the requirement to improve the digital capacity for personnel engaging in ideological and theoretical work becomes more urgent than ever. The challenge posed lies not only in mastering the foundation of political theory, but also in its ability to adapt and operate effectively in the digital media environment.

This is a core force in the orientation of social awareness, strengthening political beliefs, educating values, ethics and building a solid ideological foundation for the Party and the State.

In the face of that situation, the capacity of personnel engaging in ideological and theoretical work should be comprehensively recognized, with higher requirements in political qualities, critical thinking, especially digital capacity and modern communication skills.

The challenge lies not only in mastering the foundation of political theory, but also in its ability to adapt and operate effectively in the digital media environment.
The ideological and theoretical cadres need to be firmly equipped with the Party’s fundamental ideology – Marxism-Leninism and Ho Chi Minh’s thought – to serve as a basis for reasoning to reject false views, hostility spread more and more sophisticated on social networks.
The ability to apply creative political theory to modern communication is key to improving the efficiency of public opinion in the digital era. Consolidation of rational thought should be associated with media and technological capacity in order to maintain the geo-ideology in a complex digitalized environment.
The staff requires not only communication, but also actively participates in dialogue, criticism and mishandling information in a convincing and responsible way. The role of digital skills, critical thinking and lifelong learning as core competencies in modern thought and reasoning. The integration of this content into the training program, fostering thought and reasoning staff is a necessary step to improve the efficiency of ideological orientation in the current digital media era.

Improving the capacity of the Party’s ideological and theoretical staff in the current context is both a requirement and the need of this team itself to ensure adaptation to change and raise the level of tasks in the new context.
Digital competency is the ability to master technology, not only to the use of tools, but also to the understanding, analysis, creativity and adaptation to the change of technology. This is considered an important skill in the age of digitalization, helping individuals and organizations compete and develop.
Investing in digital capacity, developing digital capacity for the team doing ideological and reasoning is not only a choice, but a prerequisite to help organizations assert their position and success in the digitalization of the future.
Dr. Pham Thi Hoa also clearly stated, the numerical capacity is a collection of abilities:
First, the capacity to access and manage information, manifest in the ability to find, evaluate and use information from online sources effectively; the ability to use and optimize data systems, secure information and large data processing.
Second, the ability to communicate and collaborate, manifest in the ability to use online communication tools, teamwork on the digital environment and interact with others appropriately.
Third, the ability to develop digital content or build and share content, manifest in the ability to create digital content, share knowledge and ideas on online platforms; Apply digital technology to solve problems, create new products and services, create digital content such as articles, videos, podcasts, graphic design to serve the purpose of education, marketing and entertainment.
Fourth, the ability to ensure the safety and security of information, manifested in the ability to recognize and prevent risks in the network environment, and protect personal information and data.
Fifth, the ability to solve problems and think critically, manifest in the ability to use technology to solve problems, analyze information and make smart decisions.
Diversification of forms and methods of digital capacity development for staff working in ideological and theoretical work
From the actual request above, Dr. Pham Thi Hoa emphasized that in order to improve the capacity of the staff engaging in ideological and theoretical workwork in Vietnam in the current context, first of all, it is necessary to unify and raise awareness of the staff to improve the digital capacity in the new context.
At the same time, it is necessary to take concrete and practical measures to encourage thought and reasoning to actively apply digital technology to work, innovate methods, forms of propaganda and education.
Accompanying that, it is necessary to build and complete the digital capacity framework for the staff engaging in ideological and theoretical work to meet the requirements of the digital transformation. When there is political determination and cognitive unity to develop the digital capacity for the people in the ideological and theoretical work, it is necessary to soon build and improve the digital capacity framework for this team to make the implementation in practice more favorable.
In particular, it is necessary to diversify the forms and methods of digital capacity development for the staff doing ideological and theoretical work, such as: Organizing professional training courses related to digital capacity development associated with ideological and theoretical activities; Strengthening the practice and application of digital technology to the working aspects in practice; Building digital thinking for the staff to do theoretical thought work in the environment. /.
