Announcement of the 2025 Provincial Innovation Index (PII)
As part of the National Innovation Day 2025, the Ministry of Science and Technology announced the 2025 Provincial Innovation Index (PII). Hanoi continues to lead the nation with a total score of 65.68.

The PII reflects a realistic and comprehensive picture of the socio-economic development status based on science, technology, and innovation in each locality. It also provides evidence of strengths, weaknesses, potential factors, and necessary conditions to promote innovation.
In 2025, the top 5 localities leading the nation in innovation are Hanoi, Ho Chi Minh City, Quảng Ninh, Hải Phòng, and Huế.
This is the 3rd consecutive year that Hanoi has led the national PII, with 18 out of 52 component indicators ranking first, demonstrating the capital’s leading role in socio-economic development based on science, technology, and innovation.
Ho Chi Minh City, in 2nd place, is a major locality with favorable conditions for socio-economic development based on science, technology, and innovation. This is also the 3rd consecutive year it has held 2nd place. In 2025, Ho Chi Minh City leads in the infrastructure pillar and has 13 out of 52 indicators ranking first nationwide.
Quảng Ninh, which was in the top 10 PII in 2023 and 2024, rose to 3rd place in 2025, leading in 7th PII indicators.
Hải Phòng, ranked 4th, is a locality with developed industry and advantages in logistics and seaports. It also leads in the institutional pillar of the 2025 PII.
In 5th place, Huế is a locality with a developed service sector and strengths in human capital, research, and development.
The PII is a Vietnamese initiative based on the Global Innovation Index (GII). According to the Ministry of Science and Technology, the development of the 2025 PII was conducted with objectivity and transparency, using data from ministries, agencies, organizations, and units at the central and local levels.
During a recent visit to Vietnam, WIPO Director General, Mr. Daren Tang noted that Vietnam has long been a testing ground for new initiatives, including the PII. Vietnam’s initiative has inspired other countries, such as India, Cuba, and Brazil, to take an interest in this model.
According to the GII 2025 report by WIPO, Vietnam ranks 44th among 139 economies. Notably, 3 component indicators—high-tech imports, high-tech exports, and creative goods exports—rank first globally.
The Provincial Innovation Index has been developed nationwide, with the Ministry of Science and Technology assigned by the Government as the lead agency for its annual development since 2023.
