Enhancing cooperation in science, technology, and education development between Vietnam and the Russian Federation

Vietnam and the Russian Federation will strengthen cooperation in the fields of science, technology, education, and training, particularly in key technologies such as artificial intelligence, digital transformation, energy technology, etc.

On September 15 in Hanoi, Deputy Minister of Science and Technology Bùi Thế Duy held a cordial meeting with Deputy Minister of Science and Higher Education of the Russian Federation Mogilevsky Konstantin Hyich, who is on a visit and working trip to Vietnam. During the meeting, both sides affirmed their commitment to enhancing cooperation in the development of science, technology, education, and training.

Deputy Minister Bùi Thế Duy emphasized that, in addition to existing policies, Resolution No. 57/NQ-TW dated December 22, 2024, on breakthroughs in science, technology, innovation, and national digital transformation once again affirms the attention of the Party and State of Vietnam to science and technology activities.

The Deputy Minister expressed gratitude and appreciation for the valuable assistance provided by the Ministry of Science and Higher Education of the Russian Federation to Vietnam over many years, especially in providing scholarships for students as well as collaborative activities in scientific research and human resource training...

Deputy Minister Bùi Thế Duy congratulated the latest research achievements of the Russian Federation in mastering technology for producing vaccines to support cancer treatment and expressed a desire for cooperation to conduct research trials in Vietnam.

In addition, Deputy Minister Bùi Thế Duy also informed about Vietnam's priority key technology areas being implemented, such as marine science, energy technology, materials and nanotechnology, high-tech agriculture, automation, and information technology... At the same time, he requested the Ministry of Science and Higher Education of the Russian Federation to continue supporting Vietnam through providing short-term scholarships for young scientists to leverage collective research strengths as well as the modern equipment of the Russian Federation.

During the working session, the Deputy Minister of Science and Higher Education of the Russian Federation shared information on future cooperation directions, such as promoting digital transformation in education and research; enhancing research in key technology areas like artificial intelligence, cloud computing, big data, biotechnology, new energy, space technology...; expanding international cooperation, attracting experts and students; focusing on developing an innovation and startup ecosystem...

In particular, Mr. Mogilevsky Konstantin Hyich also announced the organization of subsequent selection rounds by the Ministry of Science and Higher Education of the Russian Federation for implementing joint scientific research topics/projects, expected to begin implementation from 2026; the 6th meeting of the Joint Committee on Education, Science and Technology Cooperation between Vietnam and Russia within the framework of the 26th session of the Vietnam-Russia Intergovernmental Committee on Economic-Trade and Scientific-Technical Cooperation, scheduled to take place in Hanoi in November 2025; plans to organize activities within the framework of the Vietnam-Russia Year of Science and Education in 2026; plans to organize the education-science forum "Vietnam - Russian Federation: 75 Years of Cooperation" scheduled for December 2025...

Regarding the announcements from Mr. Mogilevsky Konstantin Hyich, Deputy Minister Bùi Thế Duy agreed to implement them according to the plans already approved by both sides, and assigned the Department of International Cooperation as the focal point to coordinate with relevant Vietnamese units and the Ministry of Science and Higher Education of the Russian Federation to develop detailed programs and report to the Ministry's leadership for the earliest implementation to promote the cooperative relationship between the two countries./.
