Ministry of Science and Technology announces Prime Minister’s Decision on appointment of Permanent Deputy Minister
On September 5, 2025, the Ministry of Science and Technology (MST) held a ceremony to announce the Prime Minister’s Decision on the reassignment and appointment of the Permanent Deputy Minister of MST.
On September 3, 2025, Prime Minister Phạm Minh Chính signed Decision No. 1887/QĐ-TTg on the reassignment and appointment of Mr. Vũ Hải Quân, Member of the Central Committee of the Communist Party, Chairman of the Council, and President of Vietnam National University Ho Chi Minh City (VNUHCM), as the Permanent Deputy Minister of the MST. The decision took effect from the date of signing.
The announcement and presentation of the Decision took place on September 4, 2025, at the Government Headquarters.
In his acceptance speech, Permanent Deputy Minister Vũ Hải Quân expressed his honor and noted that this is a significant responsibility, taking on a new role at a time when science, technology, innovation, and digital transformation are receiving special attention from the Party, Government, and National Assembly, with many strategic tasks assigned.
Permanent Deputy Minister Vũ Hải Quân exuded his commitment to working diligently with the MST leaders to successfully fulfill the assigned tasks.
He expressed his hope for the support, guidance, and assistance from the Minister, other Deputy Ministers, and all leaders, civil servants, officials, and employees of the MST to collectively create new values and achieve significant accomplishments for the country based on the foundation of science, technology, innovation, and digital transformation.
On behalf of the Standing Committee of the Party Committee and MST leaders, Minister Nguyễn Mạnh Hùng congratulated Mr. Vũ Hải Quân.
The Minister noted that Mr. Vũ Hải Quân is a highly qualified official in the field of artificial intelligence, with comprehensive training both domestically and internationally, holding a Ph.D. from the University of Trento (Italy) and completing a postdoctoral program at the University of Leuven (Belgium).
Mr. Vũ Hải Quân has held numerous key positions during his career at the University of Natural Sciences and the VNUHCM. With nearly 30 years of working in the university environment, he is not only a leader and manager but also an educator and scientist with a vision, leaving significant marks in the development of the VNUHCM as a leading training and research center in the country. He has been a pioneer in integrating technology into educational innovation, promoting international cooperation, and advancing digital transformation in universities, closely linking science and technology with the practical development of the country.
The appointment of Mr. Vũ Hải Quân as Permanent Deputy Minister of the MST reflects the great attention and expectations of the Party and State toward the MST and toward him personally. He is a key official who will contribute to MST’s successful implementation of the tasks outlined in Resolution No. 57-NQ/TW of the Politburo on breakthroughs and development in national science, technology, innovation, and digital transformation.
Minister Nguyễn Mạnh Hùng expressed confidence that Mr. Vũ Hải Quân will uphold a strong sense of responsibility, work together with the leaders and the entire team of officials, civil servants, and employees of the MST to unite, leverage the sector’s rich traditions, build and develop, and uphold the core values of the industry: “Pioneering - Creative - Breakthrough and Dedicated - Courageous - Compassionate.” Acting in accordance with the motto “Lead by Example - Discipline - Focus - Breakthrough,” he will strive to overcome challenges and excellently fulfill the assigned tasks./.
