Ministry of Science and Technology grants private telecommunications network license to Amazon Kuiper Vietnam
On 23 September, 2026, in New York, in the presence of General Secretary of the Central Committee of the Communist Party of Vietnam (CPV) and President To Lam, Minister of Science and Technology Vu Hai Quan presented a license to establish a private telecommunications network to Amazon Kuiper Vietnam Co., Ltd.

Under the license, Amazon Kuiper Vietnam is authorized to establish a private telecommunications network utilizing satellite links to test and verify the operation of customer terminal equipment, thereby evaluating the quality of products manufactured in Vietnam.
The private telecommunications network is established by connecting the satellite system with ground infrastructure in Vietnam to facilitate the testing and quality verification of terminal equipment. The network operates nationwide and must fully comply with legal regulations regarding telecommunications, radio frequencies, technical standards, service quality, and information security.
Established in 2024, Amazon Kuiper Vietnam serves as Amazon's legal entity in Vietnam for satellite connectivity operations. Amazon Leo is Amazon's Low Earth Orbit (LEO) satellite network - renamed from Project Kuiper in November 2025 - designed to provide high-speed broadband Internet globally. The project utilizes over 3,000 low-orbit satellites, aiming to deliver high-speed, low-latency connectivity to areas that are difficult to reach via traditional infrastructure. This licensing paves the way for Amazon to test equipment manufactured in Vietnam, thereby helping to boost the high-tech industry, expand supply chains, and strengthen cooperation in developing next-generation connectivity infrastructure.
On August 26, 2025, during a meeting with Deputy Minister of Science and Technology Pham Duc Long, Mr. Gonzalo de Dios, Director of Global Licensing and International Regulatory Affairs for Project Kuiper, affirmed that Vietnam is a key link in Amazon's global strategy.
At the meeting, Deputy Minister Pham Duc Long spoke highly of Project Kuiper's potential, viewing it as a crucial solution for bringing high-speed Internet to remote, isolated, and island areas - regions that are difficult to reach via traditional infrastructure.
According to Deputy Minister Pham Duc Long, low-orbit satellite technology aligns with Vietnam's goal of achieving nationwide coverage by 2030, while also supporting the country's digital transformation strategy, the Law on Telecommunications, and the Industry 4.0 agenda./.
